Create a simple Transact-SQL script file using Notepad. If you want to re-upload the SQL file on the website, then click on Utilities & you will see the new interface to upload the SQL file on the Browse option to hit the Update button. Although there is a list of Backup databases, either you want to generate a new backup and then click on it.
